It's not inherently negative or positive; it's just a thing that happens. It turns negative when one culture is so much bigger/more influential than the other that the things it borrows get re-coded as it's own, particularly when it changes them. Smaller cultures end up getting alienated from their own creations, and erased. Colonialism and capitalism contribute immensely to the negative side.
