Yeah I feel like the author is mixing up the term "surfing the web" with the highway metaphor somewhere. It reminds me of a part of Cryptonomicon where this guy at a dinner party asks how many neighborhoods will have to be bulldozed for this information super highway and all of the people who are barely computer literate are nodding thoughtfully. I guess all metaphors to help not computer literate folks understand the internet are kind of lovely.
