I'm a little confused as to what the hell Zeke's endgame is because (correct me if I'm wrong but) while the rest of the populace is brainwashed he (and Reiner) knows that Paradis doesn't have that much in the way of resources and the only plus is they can regain Eren and Armin's titans, which really doesn't do that much in the way of stopping that whole "military can kill Titans now" thing.

Paradis is sitting on a ton of oil they are not using, along with other valuable natural resources. Also the Founding Titan and it's ability to freely control all titans would be useful if it could be used. Marely along with wanting to recover their losses mainly wants to get that sweet oil for the upgrading tech.

The plan is that if they can get all the missing titans under Marlian control, they can bluff the rest of the world into thinking that they can now summon Exoida or something, which will hopefully stall any foreign military threats long enough to allow Marley to reform their own military so that it's not so dependent on titans. It's not about what they can actually accomplish, it's about what the rest of the world thinks they can accomplish.

Even if I didn't already think SAO was a bunch of dumb bullshit this part would have definitely lost me. Mostly because this has just turned into a bunch of characters pulling powers out of their asses. At least in the first part/beginning of the War of the Underworld arc they were consistent with the rules.
