It was pretty funny 18 years ago because 18 years ago Youtube hadn't even been created yet. The novelty of seeing a video clip that had been created by and for the internet was a pretty big deal, and parody is one of those genres where you can lean into a lovely delivery and get away with it.

Even a Lowtax could be funny sometimes, though at some point long ago he appears to have turned purely facetious-'wacky' and ceased to be funny at all. No Lowtax, mugging to the camera in the year of our Lord 2020 just didn't cut it.
