Make it about a Hawkeye who got kicked out of the Avengers because he has a bow and arrow and the rest of them all have powers of the gods. So he tries to parlay his time in the team into a series of failed ventures like apps and an Amazon storefront.

Black Widow was in charge of the Avengers at the beginning of End Game! Like, Captain Marvel calls to check in with her boss, some Russian lady. Black Widow and Hawkeye make sense if they add just one scene where Nick Fury tells them "OK we've somehow managed to get these demigods to do what I tell them. You normal-rear end people join their ranks and tell me if they start seeming like they're gonna realize they don't have to listen to me."

The purpose of having normal people in your superhero squad is let them get beat up by the bad guys to show how strong the bad guy is and then have the super humans turn up and wreck face. It makes the super heroes look stronger too. I dunno if marvel remembered that though

As far as I can tell, Hawkeye is kinda Jimmy Olson'd along into the Avengers because he got zapped by Loki in the first movie and then just ended up being in the right place at the right time when they had their first big fight. Much like Jeremy Renner was in the right place at the right time (having that one leading role in The Hurt Locker) to get thrown into a bunch of franchises that have kept him employed far beyond what was reasonable.
