You do freeze water damage books. It's not uncommon for libraries to have contingency plans set up with local companies that are in any way equipped to freeze goods on a large scale, if water damage does happen.

We're talking about "the library got flooded" levels of water damage here in terms of how bad the damage is and how many books are affected, not "I spilled my tea on my trapper keeper". A book that's completely soaked might rip, and you can't dry out large volumes () of books quick enough to prevent them getting moldy. Freezing is the best way to keep them from getting worse until a professional can dry them out, who is not going to use a hair dryer either (I don't know what they do use, magic I guess).
