Just got a vaccine appointment next week at the Tampa VA. Anyone in that service area can get one regardless of age or medical issue as long as you are enrolled in VA health care. It took 5 minutes to do the enrollment application and about a day to process.

You can call their number 888-716-7787 to talk to enrollments if you are having issues. If you are enrolled there, their vaccine clinic number was 8139727563. I made the appointment through that number. Not sure what your area is, but if you have another VA hospital nearby (I think St. Pete is a separate system for example) you can usually google “St. Pete VA Clinic COVID Vaccine” and it should have a link for whatever the relevant facility’s policy is. I tried to get my wife’s uncle an appointment in Baltimore and was told he would have to be homeless, have cancer, or be over 55 in order to do anything so YMMV depending on your local clinic.
