The New Blood angle was definitely inspired by the perception that WCW was an old boys' club where new talent couldn't get a chance. Bischoff and Russo were being kinda shifty about it by saying "Okay yeah here's the young guys who want a chance against the old stars, they're the heels", and of course the New Blood were rarely booked well (to the point that they'd fallen apart by the time they got to the PPV with their name on it.)

Bam Bam Bigelow was in the New Blood in 2000 even though he was at the very first Survivor Series in 1987.
