Yes, Risa is in the federation. No, it's not only sex there's lots of non-sex things to do there. Also, apparently Behr came up with the idea and Roddenberry greenlit the idea, but wanted it incorporate extremely graphic depictions of homosexual behavior. Everyone just kinda smiled and nodded and ignored him.
