Nah, that was an attempt to get around the rules by saying "hey I'm touching the hoods!". There's plenty of legal positions where the brakes aren't accessible (eg the tops)

Caja Rural consistently has the best kit each year I reckon. Their bikes aren't as nice as those dark green De-Rosa's they had a year or two ago but they aren't bad. The team Rally would look better if they had the logo in orange on a white band around them sort of like the old lotto ones.
