One thing it doesn't address is whether the camera is stationed at the finish line or not. If it is, then it favors the more distant rider.
Like if the camera were aimed 20deg to the left, the background rider could be losing by a wheel or more but still cross the videoed line at the same time as the foreground rider.

An absolute shambles at the Romandie. They neutralised the descent but slowed the Peloton down so much they lost at least 90 seconds to the break.

Now we get to see if Ineos can pull back 4.20 in 9km.
