The other dumb thing about the whole "invisible lasers" thing is that it's not even remotely clear what the supposed point of it would be. It's not like it's killing these people; it's just making them feel bad. Like Russia/China's nefarious plan, that they're willing to risk directly attacking US government personnel on US soil for, is to make a few random government bureaucrats feel sick.
