Haven't read about it in years but my recollection is that the western US water law (colorado being one of the several states that adhere the doctrine) is actually super simple but thanks to lack of foresight winds up being horrific. IIRC It's not based on frontage and doesn't regard downstream usage like in the east or midwest but instead bases rights on "first come first serve" settler poo poo, you divert it first you get to tell others to gently caress off.
