problem is that you'd have a week at the start or end that isn't the length of a week, because years don't have a whole number of weeks so you'd have to call it something that made it clear that it isn't a week, like a "Scruggins" or something

That would be too much stuff to remember, we should be making it easier, not harder. Weeks worked ok for a while, but we should just do all the Sundays in a row, then all the Mondays, and so forth

Weeks do have names. Shark Week for example. Some weeks have lots of names for example today is Friday of National Mental Health/Deafness/Sun Awareness, Time for a Cuppa, and Children's Book Week 2021.

It should be like hurricanes but every name starts with the first letter of that month. It will rotate on a six year basis. Week names where something really lovely happens will be retired for sensitivity purposes. Sylvia 2001 never forget

In central europe we number them, starting with "1" and keep adding 1 until we reach "52" at which point we get drunk shoot fireworks and start over.
