He's kind of a random character to do that with; usually if the other "lesser" classmates get focus its shared with others. Like how we got a look at Sugar guy when everyone was checking out the dorms and such, or how all of Ojirou's scenes are in the middle of group brawls or how the most important stuff we saw of Koda was when he was paired with the more-important Jirou. I mean it's also very possible that he just likes writing Aoyama. It's clearly a lot of fun. Not everything has to be part of a giant perfectly connected overarching plan. Sometimes a guy just wants to write about laser navels or bunny women.

The manga kid really throws me off, I mean most of the quirks feel like they could be natural mutations of some sort but that is straight up designed by a human. Is there someone out there capable of creating new quirks?

Can he only eat paper and ink? Would a volume of Shonen Jump taste better or worse than a single volume of a series?

All Might could be at least as destructive as Gigantomachia if he wanted to; he could just jump through the sky while creating shockwaves with his arms and flatten cities. It's easy to forget how bonkers All Might's strength was portrayed to be earlier in the manga.
