The City from the Thief series Divinity's Reach from Guild Wars 2 because it actually looks like a city with a huge population unlike Solitude from Skyrim, which is beautiful but only like 15 people live there so I dunno if it really counts as a city.

Nothing unique here but for mine probably: Video game: Columbia from Bioshock. I didn't really even think the game was anything more than just OK but the city concept is neat. Movie: LA in Blade Runner, both new and old. A classic. Book: Rama from Rendezvous with Rama. Kind of pushing it here because it's more of a miniature world, but does have buildings and crap so I'm claiming it for this purpose.

I was going to say that because buying the ability to float for a day would be pretty sweet, but then I remembered how badly it got loving destroyed at the start of the 4th era. Living on Nirn is a horrible idea in general. Vampires, daedra, cultists, slavers, cannibal elves, assholes who walk into your house and rob you but you can't do anything because you didn't actually see the instant they pocketed your stuff.
