I have neither a Xbox One or Windows 10 to check if it's actually available for both, but word I'm hearing is that it's truly cross-buy. I think the microsoft website is just straight up broken for that. I've never been able to get it to install anything anywhere despite having a turned on xbox one and a PC.

Sounds like you can get Iron Harvest for free using the install link from https://steamdb.info/app/826630/ ? I think you need to have the steam client open though. I'm at work so can't test it currently. It also shows up as free when searching for it in Steam, but the actual page has a price tag, so something is going on.
