di Lampedusa, The Leopard posted:

If we want things to stay as they are, things will have to change.

Tolun Fuyuan, second Sikyong of the second Tibetan Republic, may be the kind of outstanding example of martial virtue that many had aspired to since the days of the second Empire, with the old stories of Gyalyum the Benevolent fighting bears with her hands and teeth.

In many respects, a self-made man and considered a more responsible and proactive successor of Takdra Purgyal. He is evasive enough about his early life, and silent about his family -- disqualifiers in an old aristocratic and patrimonial society. But here, he is willing to throw himself into the respectable pursuits of horseback marksmanship and the like, and at least modestly assure the more cautious elements of the revolutionaries.

Decisive leadership that a revolutionary republic requires. So one hopes, anyway.

But those who know him most closely know that he has transformed, and more than a little. He's a bit slower on the uptake in gambling. He talks to his friends of safety, not just victory. "Safety", which those unhappy residents of the former empire would worry is actually "safety for the elite, scraps for everyone else". He consults priests and carries out silent meditation often, though about what he keeps quiet.

But this old warrior has some signs of radicalism and democracy within. He will sing the songs of peace, though the words will have to be provided for him.

~~~~~~~~~~~~~~~~~~~~
:siren: Well, it looks like we might have a republic that will last longer than the next five years, so it is time to reintroduce political parties and votes. This ultimately means a system of parties will be created by thread voters. We'll have a few days for people to create parties and join them. Don't worry about specific legislation, just on creating or joining parties. :siren:
Unfortunately, I do not have the time or resources to currently run a full legislative session to everyone's satisfaction so here is what we will do. After parties are introduced, people can vote to align themselves with one party. The number of votes which party has will determine how powerful they are, and how many of their stated policies can be implemented - and that will affect my play style.
Depending on how this works, we can have at least more votes in response to major events and political crises.
If a party retains substantial popularity by the end of the EU4 session, I will include it in Victoria 2.
Each party will need:
Name:
Emblem: (Optional)
Party Leader: (Optional. Portraits are also optional but encouraged!)
Trade Issues: Is the party more mercantilist or are they in favor of free trade?
Economic Policy: Does the party favor more intervention, or are they more about non-action?
Religious Policy: Are they in favor of the Sacred Hierarchy, the Restorationists, or somebody else? Or nothing at all? Or are they an alliance of different groups? Or a cult of the Supreme Being, whatever form that might take?
Citizenship: Which of the republic's many peoples does your party draw support from? Are they a minority that seeks to address any historical wrongs? Or a larger group that resents any anti-democratic policies instituted elsewhere?
War Policy: Are they pacifists? More suspicious of the standing army? Supportive of the standing army? Or are they jingoists who think that we tread down the path of Lasya the Holy?
And of course, any additional comments on the party's origins or stated goals are welcome.
The party creation will end on Friday June 18th at 9 PM EST. This vote should give people enough time to introduce enough parties and for people to vote for them.
"No Gods, No Masters, Only Lasya" -Response by Lasya Arslani when the Governor of Dhaka asked her by whose authority she was to execute him
Name: The Lasya Party
Emblem: The Sword Star (thanks megane!)
Party Leader: Lasya Arslani aka the Lion of the Ganges, the Executrix and many other names of boon and woe
Trade Issues: The Spice must Flow, freely
Economic Policy: Inside the Republic, the comitees must intervene to avoid the exploitation and abuse of the common folk
Religious Policy: While reincarnartion is obviously real, religious institutions are the tools of the oppresors. Some members follow the teachings of Buddha and the rest are No Religion
Citizenship: The Lasya party is popular among the minorities in the limits of the Republic and seeks citizenship for all
War Policy: Dethrone the Emperors and topple the altars of the High Priests, by fire and steel if neccesary
Her origins shrouded in hearsay and legend, Lasya was born in poverty in southern Tibet, and mistook for a boy through her early youth. Her wits and zeal endeared her to Anatolian agents and she was sent to the far west to receive education and training. Serving in the many wars of that savage region, she took a bullet and had a vision where it was revealed that she was one of the many incarnations of Lasya the Holy, whic were later corroborated by sages and repentant monks.
Her faction are ardent revolutionaries standing for the many peoples outside of the traditional tibetan elites and she was distrustful of the rise of a Purgyal as Sikyong. She was one of the first to take arms when it was clear the revolution was being betrayed by monarchic interests.
Her enemies consider her a little unhinged and power hungry, but her strict adherence to the practice of rule by comitee and sortition have cemented her reputation as a true revolutionary and her followers are zealously loyal.
The Red Mountain Party
Party Leader: Konchog Nyima, head of the ancient Konchog family, a dominant investor in printed media
Trade Issues: We strongly favor mercantilism. Tibet is the center of the world - we all know which direction the wealth should flow.
Economic Policy: The economy is strongest when citizens are allowed to use their ingenuity to find profit, and the wealth they bring in benefits everyone. The government should disrupt this process as little as possible.
Religious Policy: Members are split fairly evenly between Hierarchics and Restorationists. This has already sparked a number of internal squabbles.
Citizenship: The party's core is ex-nobles and their loyalists, but some merchants, landholders, and industrialists who see the benefit of our policies are also members.
War Policy: We are largely pacifistic, though we encourage actions to secure overseas ports and colonies. We are Tibet, not all of Asia. The standing army should be reorganized primarily for defence.
When the empire fell, the old families who had led Tibet since time immemorial faced a crisis. Many were struck down, either by poverty or, more literally, by the axe. Many still brood and plot, hoping to restore the old regime. Others, however, have accepted the revolution as a fait accompli: better to be rich, powerful "citizens" than to die penniless as nobles. Thus, they formed the Red Mountain Party and pledged full support for the revolutionary government... so long as it respects their rights as citizens. By acknowledging preexisting ownership of land and capital, for instance.
The new political mantra is that the country should be run by those noble in spirit -- the wise, virtuous, and diligent, who have shown their merit in education and service. Which, of course, often means "former nobles" in practice. Beyond holding onto their assets, the party encourages industrial growth, investment in infrastructure, colonialism, and a strong central government.
"It is not really a battle, so much bringing a yak in to be slaughtered before a feast." - Lasya the Holy, circa 1365 AD.
Name: True Followers of Lasya
Emblem: The Great Pyramid of Lasya the Holy.
Party Leader: Sherpa Tashi, a revolutionary from the eastern Tibetan plateau.
Trade Issues: We must be self-sufficient by strength of arms, but if we must trade to create such an opportunity then so be it. Our trade policy trends mercantilist to defend our priorities.
Economic Policy: The central committee must ensure that our coffers are full, and guide the development of our nascent industries.
Religious Policy: Reincarnation is the Preta Tse's lie! The majority of the party are Bön or High Church Bön, but the focus is on expansion than religious conformity. Of course, the upper rungs of the party may be a bit more... cultish than the party as a whole.
Citizenship: We support citizenship for all under the Aegis of Lasya the Griffin, Lasya the Holy, Lasya the Demon.
War Policy: We must restore our mightiness and bring our light to the rest of the world beneath us, by Jingo. Especially back to the realms of India, China, and Southeast Asia that are our birthright. There shall be woe in all realms that fail to bend their knees to Lasyan Tibet.
Name: Mandate of Heavenly Victory and Conquest
Emblem:
Party Leader: 王萬勝;Wang MeSen (in Wu); Wang Wansheng (in Mandarin). A well known provincial leader in SE China
Trade Issues: The needs of the mercantile class are secondary maintaining good trade ties in order to support the stability of Republic and its expansion. The Mandate of Heaven must be maintained.
Economic Policy: The markets in Lhasa and Greater Tibet can take care of itself, but the provinces on the frontiers need assistance in order to pursue newer frontiers.
Religious Policy: There are no barriers to religion as all are equal under the the Mandate of Heaven. The issues of the followers of Bon, Buddha, or anyone else and the Sacred Hierarchy are not of concern to the MHVC
Citizenship: The party is largely composed of the Chinese disapora in greater Tibet and those of the provinces closer to the border with the rest of China and SE Asia.
War Policy: The first priority is the reconquest of Chinese lands after the founding of the Republic. The Secondary objectives include maintaining the conquered territories and pushing towards greater conquest of other Chinese lands and Eastward beyond. The MHVC puts forth full support of the standing armies, and borders on jingoistic towards its prioritization of its war goals
Party Leader: No singular leader, decisions are made by a semi-anonymous steering committee of mostly current and ex-military officers.
Emblem: A Gold Hand Crushing a Mountain
Trade Issues: Mercantilist
Economic Policy: Interventionist. The government is of the people, and the economy is of the government. We need bigger fortresses, bigger ships, and bigger guns, and the infrastructure to create them, plus feed those who will man them. A happy populace is a populace better prepared for the conquest of Asia.
Religious Policy: Party supports religious pluralism. As long as the priests don't try leaning on the government too much, live and let live.
Citizenship: Pluralism again. Everyone in the republic is one big, happy, open to mass-conscription family. Our enemies should be without, not within.
War Policy: Jingoists, in favor of a strong military and the reclamation of as much of China, India, and Indochina as possible.
National Alliance of May 1756
The National Alliance of May 1756 is a utopian reformist movement popular among young nobles radicalized by the disestablishment of the Celestial Empire in May 1756. They believe that all superstitions and traditions of the old regime should be eradicated and that a "new, more open society guided by science" should be created in its place. While members have varying conceptions of what this "new, more open society guided by science" should look like, most are pacifistic, concerned primarily with internal improvement and social change. Members are frequently distracted by the latest scientific theories and, seeing Tibet as a "laboratory" for new ideas, have a habit of proposing grand, likely impossible "social experiments" based on recent books and theories they've collected from around the world. Their... unconventional politics have left them vulnerable to accusations of being traitors and atheists, a charge that most would deny.
Name: National Alliance of May 1756
Party Leader: While extremely dysfunctional and divided among rival intellectuals with conflicting visions for the future, the most prominent member of the clique is the poet and natural scientist Lasya Amanuel
Emblem: The golden banner of the empire sliced through with a saber and "1756" scrawled on the foot. Often stylized as a red X on top of a field of gold.
Trade Issues: Free Market. "We must not hide from the accomplishments of the rest of the world. Let the glories of human achievement reach our people."
Economic Policy: Non-involved and aggressively decentralized. "The national government should have as little role in the economy as possible, freeing individual communities to experiment with their own approaches and arrive, scientifically, at the best system."
Religious Policy: Secularism. "...Despite what you might have heard, we're not atheists. Anyone should be able to worship as they want. We just have... serious questions about the power that the clergy has over our state and the ways that this constant bickering between the Sacred Hierarchy and the Restorationists has drained our coffers and led us into senseless wars."
Citizenship: "We're a party of the rich and educated but we like to think we speak for all people. They just needed to be guided... by us."
War Policy: Pacifists. "Haven't we shed enough blood in the pursuit of unjust wars? Tibet should be a part of a greater community of nations, not an adversary to international friendship."
===========================================
Tolun Fuyuan, second Sikyong of the Tibetan Republic, wipes his forehead as he walks out of his meetings. He enjoyed meeting with the heads of the parties, and he was good at it - that is, good at leaning his head forward, listening in, and making each one feel as if he existed to listen to them alone. It was a delicate art of conversation, but also an exhausting one. Next up would be dinner, with a few rounds of chhaang with a few old friends -- and as any fellow would know, enough chhaang can cure any ache and pain and most bodily ills.
About three or four rounds in, there is a sudden thud, as if he was struck in the head and there is nothing but darkness.
He awakes outside the great temple at the center of Lhasa - with a few pilgrims still making their circular ambulations around it - and sees a woman much taller than he is, her complexion dark from a life spend outside, her face still lashed open by scars, her calloused hands clasped behind her back.
Gyalyum the Benevolent, restorer of the Tibetan Empire, gazes outside. She regards an old stone pillar, commemorating an ancient and long-defunct alliance between the Tibetan Empire and the Tang Dynasty with an impassive look upon her face.
Tolun has not been drinking too much to know what is going on, but he has drinking enough to be impertinent. He asks: "Do you do this for every head of state?"
She almost smiles. "Just those at the beginnings and ends of things."
He looks at the text of the inscription, near the bottom. "The blessings of happiness will last for generations and the praises of the sun and the moon will be heard throughout the world." Thunder now rolls throughout, the booms and crashes almost continuous. The sky is a sickly color.
The empress now faces him, illuminated by the flashing of light and her voice, cold as the empty plain, raised over the crack of thunder.
"Save the treasures from the house. If the empire is to die, you must kill it completely. Then see if you will have both."
Tolun finds himself at table, his friends staring at him like he is a holy fool. He quickly wipes the drool from his chin.
