If a meme is just a well known quote / line on a vaguely related Simpsons image then it's not good. Even if the source material is good, it's still not a joke or combinatory, it's just "here's thing you remember" Much like modern Simpsons, now that I think about it.

I mean (almost) every metal gear is taken down by one soldier armed with fairly conventional weaponry. But this is never brought up directly in the game stories, so no. To be fair to the game, I think the idea is less "bipedal tank" and more "all terrain, undetectable-nuke launcher", but yes, bipedal tanks are impractical to say the least.
