CGI is pretty cheap now. Look at something like Space Sweepers which cost $20 million. An entire live action cowboy bebob would probably have significantly less cgi than that, so with Game of Thrones levels of money it wouldn't theoretically be impossible purely in terms of budget. If they're smart about where they use CGI it might be doable on a normal tv budget. It's also probably sort of like Star Trek where they can just go to different sets that don't require much effects once they're there. I'd almost be more concerned about the costumes/sets, though, because it would probably be extremely hard to get the aesthetic to work.
