There's a long history of vaccine reluctance in Japan, and the government has had some very counterproductive responses to that. There's been a lot of foot-dragging on approving and rolling out vaccines, and the whole program seems to be "make the process very slow to make it look like we're being extra careful, without actually doing anything that other countries aren't doing in half the time". As a result they're months behind much of the rest of the world in vaccine rollouts; I got my first dose three weeks ago, which was the very first appointment ever available for people under 65 in my village.
