the secret of congress that they don't want you to know is that as the legislature they determine what is the law and what isn't the law. Congress can do essentially anything it wants. All it has to do is write up a bill and put it through. It is just as easy and as possible for the congress to mandate the national soup as it would be for congress to make every citizen a member of the supreme court.

My favorite thing is when there's a bill to lower childcare costs or whatever and there's months of drama about, will this Senator support it, does the parliamentarian approve, this faction wants concessions in exchange for their vote, these ppl say it should be a standalone bill, etc. Op-Eds in all the national papers about how passing legislation is hard, no one gets everything they want, etc.

and then in the middle of all this they quietly pass a bill to give Israel more billions for missiles and it passes 430-8 and 98-2 on a Friday night and it drops out of the news in a day or two
