For whatever reason Venus tends to spawn with stupid amounts of minerals and okay ground survey rating so its a pretty common strategy to drop a geo team there and see if that fixes your minerals for 50ish years.

I skimmed terraforming chat but terraforming in Aurora is incredibly effective and fast and it's a common house rule to forbid ship based terraformers or constructing your own facilities.

While we feel the concept of a conscript planetside force is rapidly becoming obsolete and we should focus our efforts on a strong and solid professional military, we confess we hadn't considered the concept of eventually needing to conscript cosmonauts. For now we sadly believe the tradition of conscription will need to continue, though a conversation on the exact details surrounding it should be had both to ensure baseline competence and unified standards are met as well as well as ensuring the now declared CI citizens' rights aren't infringed upon.

Yes it is sophistry, when the system you claim would be illegal under the proposed bill, would be illegal under already existing law by the reading that you propose.
There's two options: either a system of conscription (whether military or civilian) presents a system of forced labour and is thus illegal under already existing law, or a system of conscription in general does not present forced labour and thus offering a civilian alternative to military conscription satisfies both a ban on forced labour and forced military service. If you want to advance the interpretation that all conscription constitutes forced labour you are more than welcome to, I'll be happy to draw up or second a resolution censuring any member entity engaging in conscription for blatant violations of Cominterp laws.

It is hardly a reactionary attitude to acknowledge that government entities and trade unions as organisations have interests that are different from and can run counter to the interests of the working class as a whole and thus need to be kept in check by civil society placing limits on their activities. Pretending that they will always align is just naiveté. The self-serving instinct to equate individual organisations with the working class as a whole has historically led to terrible consequences, such as the excesses of Stalinism in the USSR and should be a warning to everyone to closely examine whether any specific group really does have the interests of the working class as a whole at heart and not just their own self-preservation and power.
The value of a home as a safe place for personal development and as a refuge from the rest of society should be also self-evident to anyone arguing in good faith and is a part of why we guarantee every citizen a right to one. Just because we have legislated an end to minority oppression does not mean that these outmoded notions have instantly been overcome, and pretending that it is so is malfeasance. So unless you can personally guarantee that there is not a single man, woman or enby in the Cominterp who holds on to old ideas about say the Jews, Roma or queer folk, guaranteeing them a safe space is a necessary step to allow them to develop away from society's prying eyes and demands for conformity.

Your bill however, explicitly names it as forced labor and claims it should be banned universally. If you wish for your bill to do as you claim you mean it to, then I call on you to change its text to more accurately reflect that idea.

As for the remainder, I must simply lament the deep divides within this body if you think any kind of socialism has been achieved in a society where a workers union or dictatorship of the proletariat could be considered not only wholly separate from the workers and "civil society", but acting directly counter to their interests! Perhaps you should see to the completion of the revolution in your own society before dictating how others run theirs, hmm?

Is this not perhaps some form of labour extracted under threat of force?

Citizens being punished for failing to live up to their duty to their fellows is not compulsory labor. By that argument *any* action required by statute is forced. Is an arrest for not paying taxes forced extraction of labor? How about intervening when parents neglect to feed their children? Have we nefariously forced domestic labor from them?

Perhaps, but I refuse to censor any member for it, and you should too. Conscription is sometimes a necessity, and to ban it is to needlessly tie our members hands for little gain.

I think with gladio being american in origin, if the former usa fully goes red most of its operatives would rather stage a last stand rather than fade into irrelevance or try to create new branches like gladio brazil or gladio japan.

While gladio's actual defeat doesn't mean an end to capitalism, far from it large chunks of the world are still capitalist, we can begin to put some more limits on domestic surveillance if the domestic terrorist network has been dismantled.

Meanwhile, Appalachia would like to clarify and answer several questions we have received.

Why nuclear missiles?

There are several levels of operational war we are operating on. The first is the most recent and newsworthy - that of aliens. While we have found Comrade Posadas to be one of the premier thinkers of our age, we must admit a concern - what if the aliens who have found communism are revisionists? To prepare for such a horror, we must build at least some weapons, and as we have seen these last few years, our space navy has begun to do so.

But what devices have we placed on them? When preparing for a potential war, one does not try to invent some new mystery the day before the battle. We do not need to mass produce untested heat rays and xray beams. On the other hand, humanity has spent a full generation testing and building improved versions of both missiles and atomic warheads. It is for this reason they must continue to be the core doctrine of our space navies - we know them well, and have established thousands of factories and universities for them.

What about strategic weapons?

There have been two central schools related to this question. The first is that nuclear weapons are useless. Our orbital anti missile systems obliterate any ICBMs, and our orbital surveillance pods identify SSBNs even a kilometer beneath the water. That is a reasonable argument - the nuclear triad as we know it as been defanged. However, that does not mean that nuclear weapons as such have been eliminated.

Which leads into the next question - our German comrades speak of Fulda Gap, the place where divisions literally melted away. That is precisely our argument! While long range trans continental missiles are much less likely to get through, short bound missiles and artillery shells still have incredible utility.

We are a small country, comrades, and poor. We do not have many people to put in our conventional armies, and we do not have large factories to build their weapons. And yet, we are surrounded on two flanks by the old Americas! Countries known for their militarization and invasions, their desire to spread capitalism to all the world. Can such a country as ours fight such numbers? When a million soldiers and two thousand tanks advance up the Tennessee Valley?

No. No, comrades, we cannot.

Permitting our atomic stockpile permits us a Fulda Gap of our own. If one of the large countries wishes to attack us in numbers, they know that their armies will, too, melt away in fire. This is a protective measure, and allows us to build socialism in peace, knowing that the land invasion will not come. Instead of trying to meet their armies man for man, we can take a million Appalachian soldiers and turn them into a million Appalachian workers, building for us a new Appalachian socialism.

Conscription probably falls under some definitions of forced labor. The thing is, we have no real enforcement arm or mechanism for our Bill of Rights separate from Congress itself. It's not like we have some kind of court that can declare our practices illegal and render a definitive legal judgement.

Command Ship
This ship is equipped with the latest in sensor technology and is capable of detecting equal size craft at extreme ranges. It carries 4 bomber craft and a magazine sized to support 4 strikes. Intended as a command vessel, only a single one of these ships would accompany a task group.



Limited Bomber
The intent of this craft is to act as a first strike in any engagements the task group might find itself in. Their limited range but great speed allow them to project force from the task group and ideally perform several strikes before an enemy can close for a real engagement. The limited salvo's also greatly inhibit the threat to Earth should any such craft be lost to enemy insurgents.



Escort Craft
This vessel is intended as the core fighting platform of any task group, heavily armored and quite fast for its size. It is equipped with an experimental spinal mounted laser capable of punching above its weight at extreme range, as well as a two dual mount laser turrets able to accurately track ships of its own class and fire a withering barrage.



Picket Craft
Equipped with powerful sensors, this vessel is able to sweep the space around it for missile locks and counter them with a devastating barrage from it's battery of no less than 16 rail guns, similar to those found in the defense net already installed around Earth. Like it's escort cousin, it is equipped with a spinal mounted laser weapon able to accurately deliver blows at extreme range. As a support class ship less likely to see direct combat, it is also equipped with emergency cryogenic berths, intended to rescue sailors in space.



Apart from the engines, these ships are equipped with modules and technology available to us now and production could theoretically begin immediately upon sufficient shipyard space becoming available. We at the Interkosmos Design Academy propose that this doctrine be implemented immediately and that a mandate for immediate expansion of our naval yards be implemented to begin construction within the next 5 years.

The Defense of Earth Bill - 5 year plan

Increase the capacity of the Ascension Yards to be able to produce the escort class ships.

Mandate the immediate production of no less than three command class ships at the Salyut Fleet Yards and then switch production to the picket class ship.

Lay down the foundation of a third naval yard with capacity for 4000 ton craft, to be completed within the next 5 years.

I'd honestly just go with torpedoes since these are fighter launched. Those would be large size (8+, but if we can swing it we go bigger) large warhead, fast engine, low fuel since they don't really need to travel far.

Comrade demiurge, while I admire your initiative, I must profess serious concerns with your plan of adapting a Kh-22 missile airframe for use in space. While your concept of a miniaturized, sorium-enhanced power_plant based on pulsed criticality is very elegant and in fact highly reminiscent of the Chelomey D-series, the retention of the original fuel tank for storage of the propellant-moderator results in a range much larger range than is strictly useful. Operation: End of the Line is a proposal to finally close the book on the imperialist period of the United States of America, ending the capitalist rule over key portions of North America and, most importantly, bringing justice to the surviving members of the American regime responsible for the atrocity of the Vietnam War, the French Civil War, and the Great Revolutionary War. Its aim is to comprehensively dismantle the United States splinter states known as the Federal Government of the United States and the United States Government-in-Exile ("USA-FED" and "USA-GIE"), capturing alive as many political and military figures in charge of said states as possible.

The Cominterplan has been assembling a military force independent of the member states, but this process is predicted to take years at the current pace due to the limited facilities available to it. Operation: End of the Line is a proposal to finally close the book on the imperialist period of the United States of America, ending the capitalist rule over key portions of North America and, most importantly, bringing justice to the surviving members of the American regime responsible for the atrocity of the Vietnam War, the French Civil War, and the Great Revolutionary War. Its aim is to comprehensively dismantle the United States splinter states known as the Federal Government of the United States and the United States Government-in-Exile ("USA-FED" and "USA-GIE"), capturing alive as many political and military figures in charge of said states as possible.

The Cominterplan has been assembling a military force independent of the member states, but this process is predicted to take years at the current pace due to the limited facilities available to it. As the Joint Chiefs have been recently (two years ago) alerted by the Japanese government declaring them persona non grata and seizing American assets in Japan, this is viewed as unacceptable as it will give them additional time to secure their position and inflict further misery on the American proletariat. As such, the following plan has been drafted.


-A volunteer force shall be assembled by the Cominterplan member nations for temporary operations in the former United States regions of North America to last no longer than three years from the beginning of operations, with the military objective of securing the strongpoints of USA-FED and USA-GIE control. This three year time frame may be extended by the Cominterplan Congress in a two-thirds majority vote for an additional two years if militarily required. Further extensions shall require additional legislation and shall be avoided if at all possible in favor of continued operations using Cominterplan People's Army troops.

-This force shall consist of units supplied voluntarily by the Cominterplan member nations and will be commanded, wherever possible, by either Cominterplan officers or by officers of those Cominterplan states present in the former United States. Seconded. Additionally, California is officially making an open call for Native volunteers from all American nations for the Alaska campaign. California favors the control of Alaska passing to Alaska's indigenous peoples and would like the force sent to make this goal apparent.

The office was small, far too small for the duties of someone like Hector Torres, newly-promoted to the freshly-designated post of Commander of People's Will and General of the Lower Georgia United Workers' Front military. Fancy titles that came with a lot of headache and more problems than solutions. The paperwork was flowing over his desk, which was too large for the small room. One of the Technical Union kids had lugged in some sort of television monitor hooked up to a metal box with the smallest typewriter Torres had ever seen, and it dominated a corner of the desk. They'd tried to teach him to use the computer, but the older man could not make heads or tails of it. He'd seen action in both World Wars and they'd gotten by just fine with mountains of paperwork then, he reckoned they could still do it today.

A part of him thought that perhaps what they said was true. You couldn't teach an old dog new tricks.

He felt bad for his adjutants who took his scribbled papers and dutifully entered them into the glowing brick of glass and metal. Something they called the Internetwork. A marvel of science and engineering, or so they told him. Torres didn't have reason to doubt them, but he was entering a time when such wonders escaped him. He glanced at the document that had been delivered to him, the top-secret seal broken now and the papers laid out on the desk amid their unruly cousins. Sighing, he took his cane and stood up. His knees popped and creaked and an ache shot through his left hip. He couldn't blame the years on that one, no this pain came from shrapnel he'd taken during the Great Revolutionary War. Years later a doctor had dug the metal out with some sort of fancy new tool, but the feeling would never go away.

Ambling over to the window, Torres looked out at the yard and the airstrip in front of him. This place had no fancy title, simply dubbed Airfield One. It was something of an aspirational name, as there was no Airfield Two yet. Before the War this place had been called the United States Army Flight Training Center, though Torres knew it better as Hunter Army Airfield. He'd been here a few times before the War. And he'd seen it go up in a mushroom cloud when the defenders had set off a nuclear warhead to prevent the Savannah River People's Collective from seizing it. His brow furrowed and he shook his head. Outside it was silent and the moon hung high in the sky. Lights drove back the darkness up and down the asphalt strip and as he looked at one of them he could see that flash of light again. He'd avoided looking at it that day, and been spared having his retinas burned out. But he remembered the all-consuming light. Only by luck had he been so far from the blast, and they all were fortunate that it was detonated on the ground and not in the air as it had been designed. Many people died that day, but many more were spared.

That was the war in a nutshell for Torres. A great dark mass of death, but so many lives had been saved by it that even he couldn't hate it. A part of him hated the ugliness and cruelty of war, even the war of liberation, but he could look around and see the results, and was uneasily satisfied with his own part in it. Children lived better lives today, and because of that hell their future looked bright for once. He set aside the thoughts of aliens and the vast reaches of space for the moment and looked only to what he could see around him. Outside a lone sentry smoked a cigarette, leaning against one of the blazing light poles. Out of the shadows near the building a cat oozed into existence and approached. Torres watched as the soldier knelt down and scratched the cat's dark fur and dug around in her pocket for some kind of treat.

Of all the wonders that he'd lived to see, Torres knew he was standing amid one of the greatest. After the war ended this whole area had been an irradiated wasteland. A death-choked ruin of blown-down buildings and rubble. Gangs of counterrevolutionaries had used it to hide, and knew only sickness and suffering for it. Then the Front's proposal had been accepted by the Comintern and they had sent their teams with their miraculous devices. Locals worked alongside them and cleaned up the radiation. Torres had led troops into battles with the warlords and they'd pushed them out of the area. Today it was clean, pristine aside from Airfield One. The Front had voted to set the rest of the land aside as a nature preserve, both to be enjoyed and studied by scientists who wanted data on the aftermath of the cleanup process. What once had been a cursed land now burst with life and Torres, never a religious man though he'd been raised Catholic, knew he lived in a world of miracles.

Turning back to the desk he let out another sigh and slowly sat back down in the too-soft chair he'd been provided. His adjutants meant well, they probably thought a plush chair was good for his old bones. In truth, he would have preferred something firmer with more support. But he said nothing to them, they were overworked as it was. Torres considered the Front's position in all this. They had spent months mopping up counterrevolutionary elements, and they'd paid the price. They had more soldiers and materiel than ever before, but his troops were tired. Years upon years of low-intensity fighting punctuated here and there with outbursts of furious violence had drained morale and left the militia unable to look beyond the borders of the Front. They had armor and aircraft, but a shortage of tankers and pilots. This base was only just now getting online to train such people for their roles. It would take time, and time seemed to be in short supply. In all respects.

Looking back down at the document Torres finally just nodded and picked up his pen, grabbed up a piece of letterhead and began to write his response.

The military forces of the Front will support this operation to the extent that we can. We do not want war, and we never have. The war came to us, and we fought it out of necessity. I myself have lost the appetite for it. When I was a young man, I eagerly volunteered to serve. I wanted to get out of my small town and see France. Comrades, I did see France, but a version of it that looked more like hell than the beautiful country it is now. And when I returned to France again it was a nightmare made anew. I have seen my own country turned into such a place. Some people in the Front and in other polities will see this as us choosing to revisit this awfulness upon the world, but I have to disagree. We have made great strides since the "end" of the Great Revolutionary War. More of our territory is free of counterrevolutionary insurrectionists, fewer warlords plague our supply lines and cut down our people, and more of our citizens are safer and well cared for than they ever have been. But the threats have not passed. We saw full well the threat posed by Gladio and what they are capable of. We fought them here too, and I suspect that we are still fighting them or their successor groups. I say that the nightmare of war never ended. There have been lulls and temporary abatements, but the fighting will never truly cease until the people who pull the strings are captured or otherwise rendered incapacitated.

For this reason and this reason alone I will agree to oversee our efforts. I am an old man and I want to see peace before I am gone. I doubt that I will get what I want, but I see this as taking a concrete step towards a world without war.

May we see that world come to be.

After giving the memo a few read-throughs, Hector felt satisfied and pushed it into the outbox for his adjutants to transcribe in the morning. He ran a hand over his face as he began to consider what sort of speech he would have to give to his officers. Turning the militia to exterior conflicts wasn't going to be easy, but few worthwhile endeavors were.

Appalachia – Structure and Form

Appalachia has been on a war footing for the entire first generation of its existence.

Starting as an insurgent group, with a dedicated core focused on bank robbery, hostage taking, and assassination, it is no surprise that their policies in power have contained a paranoid element. Boyle himself was not afraid of getting his hands dirty, and the survivors of his regime have developed a very cold pragmatism in their outlook.

The regime has given itself comprehensive legal powers – not that many lawyers survived the transition. Prosecutors and judges were primary targets of the BLA during their rise, and Boyle refused restrictions on his policy making. Indeed, one of the rare times he was curtailed was in fact one of the most notable – the continued allowance of US Postal Workers into the territory. Even at his most powerful, Boyle could not overcome the Union on that point.

As such, every adult in Appalachia is technically a member of the Appalachian Liberation Army, with the new Secretary Davis as Commander-in-Chief. The mass conscription is not generally noticed on a day to day basis – every adult spends a few weeks becoming familiar with an M14 and where their bunker is. But it does allow for military discipline if someone in power needs it applied.

A small core, barely 2% of the population, are the active duty troops of the Appalachian Liberation Army. They spend much of their time studying military and political theory, particular Mao, and view themselves as the class soldiers of a generation long hybrid war. During the height of the purges they were the trigger pullers, fighting counter-revolutionaries by the hundred, but with the new Secretary they have been tasked to new projects.

The most technically savvy generally make their way to the Revolutionary Atomic Brigade, with a large range of artillery systems and old artillery shells carefully maintained. They spend quite a lot of their time on distance weapon ranges and in the border mountains. The Central Committee trusts them with the most powerful weapons, but not enough to bring them within range of the capital.

In addition to this, every worker is a member of the United Mine Workers Union, with Secretary Davis as President. On the day-to-day, each factory or work place elects their Party representative and leader. There is no term limits and no recall process – if the workplace decides they don’t like their Party member, they simply hold a vote right then and choose someone else. Party members are, in general, effective administrators and extremely political animals.

The Party members are in charge of workplace AND domestic disputes, being somewhat of a tribal chief in terms of power and responsibility. They have the ability to permit and ban people from the workplace, assign people to the Education-Through-Labor Brigade, and request Internal Affairs for oversight of an issue.

Internal Affairs started as the hard center of the United Mine Workers Union, composed of Boyle’s most loyal and trusted staff. As the Union grew in power, so did theirs – three IA members could and did assign death penalties as required, and as Boyle grew increasingly paranoid, it was required quite a bit. However, the original IA members were old when the regime started its rise, with age and violence taking many of them.

This left IA with a problem. They needed people with rigorous and analytical minds, people who could manage high level disputes, as well as the power of life and death. But most of the judges and prosecutors of the old regime had already been executed, so …. IA slowly begin filling with former defense attorneys. And, strangely, they began acting as a buffer against Boyle’s excesses, instead of his most hardline and bloodthirsty vanguard.

A decade into the regime, there weren’t any new lawyers (or law schools, or really any laws), so the IA began selecting the best of the Party members to replace them. Very sharp, political people, with a decade or more of work place mediation and administration behind them. Taken as apprentices into the IA fold, they learned the methods and rigors of being defense attorneys and judges rolled into one.

Finally, the Central Committee is composed of Boyle’s most trusted personal advisors, friends, or allies too powerful to spurn. The high level leaders of the Weather Underground had a seat here, as did the generals of the BLA and the artillery officers who switched early in the war. So, too, were the Party leaders and IA senior officials.

Most of them are dead now, by old age, execution, or tragic accidents. Now Secretary Davis holds the floor, with a new table of advisors and allies he can’t offend. And now there are whispers of a new war, the one Boyle spent a generation building and preparing for.

Personal Notes, Secretary Davis, left at the 1985 Summit. It is unclear if they were meant to be turned into a speech, policy paper, or are simple musings while listening to the German filibuster.

The real problem is how far behind the 8-ball we are.

Some of what the Soviets are coming up with is simply unfathomable. Now that I’ve gotten access to some of the Top Secret programs, these satellite programs and deep space research and everything else… I’m trying to run a country that’s been in a cold war bunker for 20 years, and we weren’t anything to talk about then!

The core problems I’m seeing is education. Well, education and industry. I’ve gotten some support to deal with the Agent Blue, get the farmlands up and running, even help with all the amputees and brain damage we’ve got. Even if all that’s taken care of, we’re still one of the poorest former states of the US, with no foundation for anything.

I’ve got a handful of middle schools and some factories that haven’t gotten new parts in 20 years.

Boyle’s whole kick was make us feared. We get the nukes, everyone fears us, we win. Well, he did it, the old bastard, but now what? I was half expecting universal sanctions when I asked for admittance, and still think we might get them. They really don’t like our stash of leftovers that we turned into a pretend army.

Letting the press in has helped, some. Instead of being feared, half the emotion is pity. Lots of aid for all the people left behind. But that won’t last, pity never does. We’ll just be the homeless guy they walk past. So we have to get the education and industry up NOW, before their pity runs out. I’ve sent overtures to the Germans, offered half our arsenal, and some of the other delegates mentioned nuclear plants in return for ‘considerations.’ But there’s nothing SUBSTANTIVE, and this summit is running out.

And they want us to commit to a war! If that’s what we need to do to get on our feet, I’ll do it, but its one fine last joke that I came in here with goals of a renaissance and their first question is ‘how many divisions can you bring?’

Boyle would have loved it, the bastard. He never got enough of it during the early days, invading Pennsylvania and purging the old grudges would have given him a kick like nothing else. But here we are.

I think the budget could do it. Most of it was tied up in healthcare, food supply, and building more bunkers. Well, I’ve stopped the bunkers and the Aid is coming through for the other two. That’s money we could hire an army of teachers, get some dedicated universities, start building tools to build the tools to build the tools.

Another war.

State of the Worlds, Part 3 - A Report on the Year's Scientific Efforts

This year has been a year of exploration, on the land, at sea, in space, and in the depths of the mind. The newly-established Bureau of Socialist Sciences has grown rapidly and taken an important leadership role in the year's efforts.

The Antarctic program conducted a thorough census of the continent's human population, and determined that it has shrunk significantly since its height in the immediate aftermath of the GRW, and what remains has geographically contracted around McMurdo Station, although a couple thousand people do linger in relatively isolated hermit communities. The thousands who participated in the program also reactivated dormant scientific stations, constructed new ones, studied the wildlife, the climate, the geology. Core samples were drilled and mountains were summited. A team of scientists in Kharkovchanka crawler-vehicles drove from the coast all the way to the South Pole and back, as much to prove as they could as for any other reason. X-Com deep space survey ships pointed their sensors downward at the ice. Archaeology teams identified and catalogued the remnants of expeditions from the 'Heroic Age' of polar exploration, even finding and excavating the legendary 'Snow Cruiser', an ambitious and failed American vehicle from the 1930s that was like an earlier prototype of our own Kharkovchankas; it is currently in a warehouse awaiting restoration, and museums are already competing over who will have the honor of displaying it. It was not without sacrifice - 12 members of the Antarctic program died over the course of the year. Eight of these deaths were from the loss of a snow-crawler with all hands, when it fell into a crevasse. A memorial honoring the fallen was left at Amundsen-Scott South Pole Base by your expedition, along with a large quantity of supplies as a peace offering to the tiny caretaker team still stubbornly maintaining it.

On a less cheery note, the expedition found definite signs of military activity on the continent that is too recent to date back to the GRW - abandoned encampments and bases, garbage of a military nature, crashed aircraft, buried bodies. That the enemies of the revolution have used the continent as a hideout, and a place to conduct maintenance, training, and other activities in secret - and that they have done so within the last few years - is nearly certain.

The oceanographic research program was even greater in scope, directly employing tens of thousands of people and indirectly involving hundreds of thousands more. Satellites, crewed spacecraft, airplanes, balloons, ships, submersibles, remote-operated vehicles, divers, floating bases, and seafloor bases were all used or constructed, and a number of other things to boot. Alien wreckage was pulled up from the depths, shipwrecks thought lost for a century were found, strange new forms of life were discovered and studied. The limits of human engineering were also tested. Habitats were placed deep in the darkest reaches of the abyss, and people are living and working in them. The Japanese tested a floating prototype of their modular Venus habitat design, a 'honeycomb' structure designed to be combined into nets of dozens or hundreds of cells, each with its own gas-envelope and station-keeping system; most of the prototypes survived the test period in perfect condition, even riding out a typhoon with only two lost. Even the failures represent valuable data.

The space program continues to advance human knowledge by leaps and bounds. The FESTER ships currently orbiting Venus, though they have found no sign of alien interlopers there, have provided a wealth of extremely high-resolution imagery and scan data. The most valuable data they've collected, in a practical sense, is the sizable quantity of climate and weather data they've accumulated, data which will be vital to next year's VENUSPLAN colonization initiative. The team at the Barsoom scientific outpost on Mars, aided by the FESTER ships in orbit there, have also continued to advance your understanding of the red planet, and experiment with methods that might be used in later large-scale habitation. The Krusenstern Kuiper Belt Explorer has taken humans deeper into the infinite void than they have ever gone before. Finally, the archaeology teams that will unlock the secrets of the Cydonia ruins have been selected, trained, and equipped, and are nearly ready for their journey.

First contact is the alien elephant in the room, of course, and it must not be left out. There is an alien intelligence in this solar system, right now, as we speak. We are communicating with them. We are communicating back. We still have so much to learn, but we feel we are making good progress.

Last but not least, the Psychonaut Corps continues to plumb the mysterious and unknown depths of the human mind, focusing their efforts primarily on parapsychology and experimental psychotronics; of the many paths the organization has considered, this is the area that has shown the most promise in testing. At this point, that the human mind can, with conditioning, perceive Trans-Newtonian space under certain circumstances has been definitively established, with the phenomenon having been successfully replicated by multiple independent institutions. Work is now being directed towards attempting to understand how this process works, its limits, and possible practical applications. Work in more outlandish fields such as psychokinetics and remote viewing remains ongoing, but has shown less promise.

Part 4 - Reports from Selected Bureaus and Departments

The Regional Forums, modeled after the North American Forum, are beginning to take shape, some more successfully than others. The European Forum, established as it was on a continent that is already almost entirely red, was an easy ask, but conversely has also had the least to do; the continent is already so integrated that assignment as a delegate to the EF is seen as kind of a joke posting. Organizations such as the North African Forum, operating in regions which are much less united in their politics, have been both more difficult to get going but also more useful. Nations that have been forced to rely mostly on ad-hoc or unofficial diplomatic channels now have spaces in which to argue, make deals, air out grievances, and attempt to air out disputes. Along with the now-fairly-well-established World Forum, they are also steadily eroding the remaining legitimacy of the rump United Nations - in particular, Japan's entry into the East Asian Forum sparked fierce debate in the UN Security Council, ending in the body reluctantly voting to recognize the new organizations as legitimate.

The Bureau of Environmental Protection, Conservation and Restoration is one of the oldest of the Comintern bureaucracy's various departments, and definitely one of the busiest. Environmental remediation efforts continue throughout the world, and great progress has already been made, although it will likely be generations before the work can truly be called done. The Bureau calls on people from all walks of life, to perform tasks that can vary widely in risk and complexity. From teams of volunteers planting trees in fallow fields to liquidators in hazmat suits clearing out nuclear contaminants to zoologists tagging birds to track their migration patterns, there is a whole lot that can fit under the umbrella of 'protection, conservation, and restoration', and, according to the Bureau, all of it is vitally important.

The Ministry of Education is one of the newest, though no less busy. Inequality in access and outcome of education remains a major issue in the Comintern, one that the Ministry is attempting to develop a plan to address, though not without some difficulties along the way. Attempting to develop a unified plan for over 2.4 billion people from thousands of national, ethnic, and cultural groups, speaking thousands of languages, is more than can be accomplished in a year. Along with data collection, fact-finding, and research, the Ministry has focused its efforts on less ambitious projects, including supporting national literacy programs, directing Socialist Aid Program construction allocations to the building or maintenance of schools, libraries, and museums, and facilitating cooperation between academic institutions in the various member polities.

The Constructed Language Exploratory Committee dates its origins all the way back to the late 1970s, and has been quietly plugging away ever since. Although no constructed language has yet been adopted by the Comintern as a 'shared universal language' as the committee originally envisioned, they have successfully kept the idea of them alive in popular culture, and have even had real, practical impacts on the way people communicate. CLEC's theoretical work on alien communication is paying enormous dividends, and the spacesuit sign language they developed has been successful beyond their wildest dreams. As a result of their efforts to establish Esperanto classes at Interkosmos Academy, Esperanto has also become a common second language among cosmonauts, one which has spread to non-MOSA cosmonauts in the civilian merchant marine. Ironically, its success among spacers is probably due more to its exclusivity than its universality - a language that distinguishes the 'in-group' of cosmonaut subculture from everyone else, something that immediately marks you as a spacer. Esperanto signage is common on civilian spacecraft and stations, and associated ground infrastructure.

The Ministry of Health, and the older Bureau of Public Health it has absorbed, have been presented with a daunting task. Humanity came perilously close to extinction less than a decade ago, and the species has still not yet fully recovered from that catastrophe - and we're now introducing a host of new potential problems, from long-term space habitation and from exposure to mysterious super-materials from another dimension. In many ways their problems are similar to those experienced by the Ministry of Education, just greater in scale. There remain multiple active outbreaks of diseases thought largely eradicated before the GRW, regions with high incidences of birth defects related to pollution left behind by the war, and thousands of people dying from totally preventable conditions every month because of inadequate care. The Ministry has been attempting to solve this by coordinating with national governments to identify shortages, needs, and requirements, and allocate available resources to address as many of these issues as possible. The work has not been without setbacks or missteps, but overall, there have been measurable statistical improvements in the health of the Comintern's citizenry since the Ministry was established. One of the Ministry's greatest successes has been a collaboration with the Interplanetary Working Group on Standardisation and the Ministry of Population Statistics to establish a unified set of guidelines for reporting health-related statistical data, and an Internetwork-enabled centralized database where health officials in member polities can track and analyze that data in real time.

The Interplanetary People's Army remains a small force, but has a mandate to expand to seven divisions, and the general staff is already putting out calls for volunteers and putting together equipment procurement orders, for an expansion effort expected to begin in earnest next year. Veterans of the Great Revolutionary War are being sought out in particular to fill NCO positions, and from that pool of NCOs, officer candidates are already being selected, in an attempt to address the Army's desperate shortage of qualified officers for a force of the intended size. In addition, sailors are actively being recruited to staff the growing Interplanetary People's Army Navy, which already has 38 ships (that vary widely in age, size, capability, and seaworthiness), and insufficient sailors to crew them. The Army's main challenge right now are a desperate shortage of training facilities and arms. Without substantial expansion of the available facilities, it will take a very long time to raise the mandated seven divisions.

Part 5- a Special Report on Canada

Prior to the Great Revolutionary War, the overwhelming majority of the Canadian population was clustered on the US border, and the Canadian government was heavily integrated into the American-dominated western hegemonic system. As a result, the collapse of the United States was devastating to Canada as a state. Millions of refugees attempted to flee north, fighting in the Second American Civil War spilled over the border, and the Canadian government was powerless to do much of anything. The death-knell came in 1973, when the Federal Socialist Republic of Quebec, after years of communist-motivated insurgency and bolstered by over 100,000 American refugee volunteers, seceded from Canada. Six months later, a group of indigenous nations and their white and Metis allies, in the territory claimed by Quebec, styling themselves the First Nations League, seceded from Quebec. A brief three-way civil war ended in an inconclusive stalemate, with the Canadian government retreating further and further as things in the south and west grew ever more dire, and the Quebecois in no position to capitalize on their misfortune.

Today, what remains of the Canadian government, colored yellow, is centered around Alberta, and is a UN member that is widely considered to be a puppet of the US Government-in-Exile.

Most of British Columbia is administered by the Cascadian Workers' Collective and various aligned polities, colored red and pink on this map.

Southern Manitoba and southwestern Ontario, including Thunder Bay and Winnipeg, technically make up the Democratic People's Republic of Canada, colored red, which is widely considered a de facto puppet of the Comintern-aligned polity in Minnesota.

New England, colored in green, absorbed most of the Canadian population and much of what remained of its economy, in a process that was equal parts massive refugee wave, diplomatic endeavor, and organized invasion.

The First Nations League, colored pink, is one of the largest states in the world by land area, and straddles two oceans, from the Bering Strait all the way to the Atlantic. A loose federation of a thousand disparate nations, scattered across an incredibly vast area, the League is more of a mutual aid and defense agreement than a functioning state, and it is very possible, almost certain, that it has citizens who are not even aware it exists. The League is very closely aligned with the Comintern both politically and economically, and increasingly culturally, through a generation of young radicals inspired by the global communist movement and interaction with indigenous revolutionaries from North, Central, and South America. That having been said, they have so far refused to actually join the organization; many in the League do not trust it, and fear that joining it would lead to a loss of the sovereignty they only just won back.

Quebec, colored turquoise, is one of the few non-Comintern-member socialist states in the world. Although the Quebecois revolution was heavily inspired by the wave of revolutions that led to the GRW, the Comintern's support for First Nations rebels in territory Quebec claims, that they would quite like back, has heavily soured relations between the Quebecois government and the 'revisionist' Comintern. Worse, their only other option for a trade partner is New England, who they hate even more, so they have to deal with the Comintern. The Quebec of today is a bitter, resentful, revanchist, paranoid, and heavily militarized rump state, but it is at least a technically socialist one, which largely follows the Comintern's direction, although they do complain about it.

The Manitoulin Island Soviet is a Comintern-member state established by American Indian Movement-inspired indigenous revolutionaries during the collapse of the Canadian government. It has strong economic ties with the cities of Detroit and Chicago.

Finally, everything else is, by and large, extremely sparsely populated, with what people did live there having mostly retreated to one of the previously listed areas, as the state retreated, infrastructure failed, and living became more difficult. A few tens of thousands still live in these areas, professing loyalty to one polity or another, with greater or lesser fervor.
