They auction it off as a bulk lot (or perhaps several distinct bulk lots), and provide the keys to whoever wins the auction and pays them the real money. If the buyer wants to turn around and sell to the market to recover some of what they spent then that's up to them. The government, of course, has resources that would make it unwise to try and win that auction using stolen cards or whatever.

This was after the Binance/FTX merger but before today obviously. I don't think anyone took him up on it, but he got kinda mad when someone joked on $0.19 up to $5M and said anybody with nonsense comments would be blocked. $0.19 on the dollar sounds pretty good right about now...
