Ray seems obvious but it's eyes are more to the side and it's mouth thing should be underneath it, right? Also there's no like defined spine.

It's a species of bat ray Myliobatis californica with the wings mostly eaten off. You're looking at its face. The eyes are in the foreground and the holes behind the eyes are its spiracles, where it takes in water to breathe.

Bat/Eagle rays have spines at the base of their tail, which has been eaten away already so the spine is def gone. You're right, the mouth is on the bottom. But the thing in front isn't its mouth, it's like a weird fold that allows its mouth on the underside to fold out so it can suck up crabs and stuff. If your friend flips it over they'll see the actual mouth. (different species but same concept)
