I would assume every other member of town also noticed that there was a message in their confessional and checked it, seeing that they too had received a role before their alignment. As a scum captain, it would make sense (if the mod didn't necessarily think about it) to not be told that this was how it worked. Because you would be a scum captain, and that's your whole role. You have no idea when town got their roles. So immediately talking about roles in the context of alignments seems like something a scum captain would mistakenly believe to be a thing
