Looks like a colourized version of the Mr Water smilie, originally created in the thread(s) of the same name. Why someone decided to buy it now, 8 and a half years after the original thread, is beyond me. I couldn't find the original smilie, but its just a black and white version of the above. The idea behind is that the smith face is going absolutely insane. It's kind of like  in that it's used for ideas that are crazy in one way or another (crazy awesome, crazy intense, crazy gruesome, etc.).
