Because the grav system is on a per deck thing, it's not like there's a grav generator on the very bottom of the ship that effects the whole ship.

Also the ship has an inertial dampening system, so the same reason why the crew doesn't get turned into jelly the first time they hit thrusters.

The whole Romulan thing brings up another point. I know the federation aren't looking for a fight, but for how much we see Picard trying his damnedest to not break the treaty with the Romulans, they sure give them a pass for how many blatant acts of war they commit openly while trespassing in federation space.
