Yeah I don’t know where the original came from, but it’s been around a few years.

It’s always used the term “negligent”, which is an odd choice if it was meant in sincerity. Yet if it was sincere, the author was a total idiot, so its presence doesn’t clarify which side of Poe’s law this falls on.
