[I'm of the opinion that they're a pre-Ostanian organization, or they at least predate the current systems. The references to Empire would be analogous to either the turnover from German Empire to the Weimar Republic or the Holy Roman Empire and its various kingdoms to the German Empire and later democratic states. But yes, I agree that their goals don't necessarily align with Ostania, in that they seem to be weird monarchists or something. They definitely have a certain cultural obsession with the old symbols of Empire and thus far they seem to be anti-war and not exactly friendly to certain elements in the Ostanian government such as Donovan Desmond and his party. We're still in the dark about their philosophy and goals but this does fill in things a bit.

Interesting that they directly called out Yor's lack of assignments lately. Given the Shopkeeper's evident suspicion of Loid that may have been a deliberate strategy to avoid exposing them as much as possible, reserving her only for missions likely to take place away from him. Whether that was always part of Endo's plot or if he ad hoc found a way to justify easing off on the assassination part, it works.

IIRC the Garden are suspicious of Loid due to his supposed sympathy with Desmond's faction, rather than suspicious of him as a Westanian spy. As another poster mentioned, if Garden found out the truth about Loid then there's a chance they're sympathetic to his anti-war goals

Garden seems to have a zero tolerance policy for traitors and spies in Ostania, of whom we have seen Yor kill a few. Frankie outright said that Garden goes after and has killed many of his informants. Garden might have similar motives to WISE, but WISE is still their enemy stealing info from their country.

They probably don't care for WISE since like you said WISE is stealing information for political games, but I think they'd be cool with Loid specifically since we know all the way back in chapter 1 that Loid's real mission is that deep down all he wants is "making a world where kids don't need to cry" because they're left as war orphans and poo poo. I just don't know how they'd get that info out of him before they put him on a kill list for the WISE thing first...

I do like the introduction of a conversation on the difference between supporting a nation as opposed to supporting a politician. I don't think the conversation is going to get any deeper than what the Shopkeeper said, but I like the small nuance. Nonetheless, I wonder if agents of the Garden mostly only know each other through their aliases. Mathew's name seems to be known to everyone in the garden, but Yor is just called "Thorn Princess". I wonder if anyone actually even knows the Shopkeeper's name. Nonetheless, I have this out of the blue guess that Hemlock has some sort of tsundere affection for Yor -- probably in some ways to be a foil between Loid and Fiona.

Well if the assassin's are run anything like the Deadites from The Chronicles of Riddick, and I don't see why they wouldn't be, they live by "You keep what you kill." Hemlock would inherit Yor's husband and probably kissing rights. I think this would really shake up the manga in new and interesting ways. Edit: vvvv Bleh, it isn't worth it Hemlock.

I want to say the panel Showing one of hemlock's knives getting knocked off course by a stone is such a visually appealing one. It's simple but really well done.

I reread the chapter and I really didn’t clock how gory it was Probably one of the most violent chapters yet and there were a few dedicated to Yor slaughtering hitmen
