Okay, checking back Garden seems to focus on murdering traitors to the country, including Red Circus which originated as an anti-war, anti-government group even if they radicalized. I got it confused with Yor's cover boss/fellow assassin believing people who seek war are scum. So yeah it's still up in the air what the motivations of Garden are.

Loid asked if it was the SSS, but Franky stated he beloved Garden were behind that contact's murder cause it was not really the SSS's style.
