I would assume so - just a few years prior, Schulz had added the first African-American to the cast (Franklin) and ignored threats from Southern newspapers to drop his strip if he didn’t remove him, so it’s hard to believe that he had malicious intent. At worst, I think it was just Schulz commenting on what was a huge story at the time. Keep in mind that this isn’t a one-off - this story lasted for at least a couple of weeks.
