A small thing, but if this is the first arc of the strip then I don't think that Julie is the mayor yet. She goes through a few jobs before she lands on that and, I think, stays there. So at this point I think she's just some nice lady.

Nah, I picked up on the strip in the middle, but at the beginning of this story. Julie has the full powers of the executive, in Devon at least.
But yeah, she's a nice lady.
