a simple answer is it would prevent serving up the mobile version of websites to phones until they click the mobile version link it would also apply to other autodetected things like language and geo-ip lookups like the gdpr, it would also result in a page blocking popup asking you to approve their use of everything that they were using pre-law instead of making companies change anything the good part of gdpr is being able to request the data on you the company has and requesting they delete it, not that they tell you to give them permission to collect it

duz posted:because it changes how the ranking is displayed i'm sure it's partly conservatives mad about that, but the other impetus for it is that people don't realize that facebook is a skinner box that uses opaque selection algorithms to make its users as ignorant and angry as possible, and facebook shouldn't be able to pretend that's not what they're doing. this is the spirit of it that people like. (whether this implementation addresses that, or any implementation could, i don't know enough to say.)

if you dont have a market for your product in gdpr nations, it saves you web traffic to do the former over the latter, and ensures a higher tracking rate if you dont allow cookies to be opted out of.
