Using LTIR isn't cheating. It also looks like Montreal was able to toll some cap space early in the season (I'm guessing the spikes are due to creative taxi squad deployments on off-days -- yes a loophole but one that every team in the league was aware of and could use), which allowed them to spend a little bit over the cap later in the season with their banked space. Totally different than literally being 15m over the cap the entire season and also somehow knowing everything would turn out fine.
