It would hardly be the first time TM made something up out of whole cloth for no reason. The only problem is he does that as town, too. That said if it is fake, then faking a restriction that basically gives you a reason to not post is... not a very towny thing to do. But other than that I don't know, Moritz's posts haven't been that bad, have they? Hold on, maybe I should just re-read them. Can't be that many, hey.

The biggest reason I think both deadmeat and OMG are good votes is just, like... it's not just a matter of post volume, but they way they both only seem to pop into the thread when summoned. Like they're lurking, reading the thread, but not posting yet are anxious enough to post when they get voted. Honestly I think either one is a good vote right now.
