If you're not paying attention to what is happening in Houston public schools, you should be. It's a dress rehearsal for what the GOP wants to do everywhere, and I guess they're starting with blue cities in red states that need to be, y'know, taught a lesson.

Tldr - The state government declared Houston ISD to be failing and, under that pretense, appointed an administrator to implement a state takeover of the system. The administrator in question is Mike Miles, a charter school founder, consultancy owner, and lobbyist who was run out of the Dallas school systems a while back for being an absolute disaster of a school administrator.

The people of Houston have no say in this. The only way for Miles to be removed is for the schools to be declared "successful" - which Miles is in complete control of, because he now has total power over Houston's public education system.

So far, the playbook seems to be finding reasons to fire teachers and administrators and installing unqualified/uncertified replacement teachers and cronies. There were promises of performance bonuses that were, surprise, yanked away like Lucy's football. Principals at nationally ranked schools are being ousted for "poor performance." "Performance" in this case is based around an evaluation matrix that measures conformance to Miles's "system", which is stupid, inflexible, and designed to remove curriculum and lesson planning entirely from teachers' purview. Retaliation for any dissent is swift and severe (often firing).

Conservatives are loving it, of course, because Miles is "showing those teachers how the real world works." Oh and as a TOTALLY UNFORSEEN SIDE EFFECT, any parent who can is pulling their kids from public school in favor of private as they watch the disaster unfold. And with Abbot suddenly deciding to go all in on school vouchers and charter schools? Total coincidence, I'm sure.

This is definitely a playbook and nearly succeeded last year in my rural district in Rhode Island until the equivalent of Miles was removed by the state supreme court.

That guy got appointed to an elected position illegally by the town council and despite owning a charter school got to vote on destroying the local public school budget, sending students into his own school.

In short this is happening everywhere

When I moved to Texas back in 2012 (left in 2017), I asked a long time friend who was a native Austinite about this very question. He said it was about small government, it was about not letting the federal government telling the state government what to do. Once I knew that, it all made sense. I listened to a podcast a while back that mentioned that Texas in particular centralizes a considerable amount of power in the State government, with the cities and counties exercising little control. Kind of flies in the face of conservative critiques of big government.

Meanwhile, the deep blue state I used to live in (MD) devolved so much authority to the counties that there weren't even any statewide liquor laws other than the drinking age and one mandating two-tiered distribution (which was finally removed during the pandemic).

Oh no, civil service

Over in my part of europe this has been sort the case for decades, if you refused military service under conscription, you had* to spend one year doing some sort of civil service. Funnily enough this was abolished 10 years ago by a labour government, and is now being discussed reintroduced by a new labour government. Partially because we now have conscription of all genders, and because of a >60% public support.

*Quite few got called in, and even fewer had to actually do civil service, but the possibility were there.

In theory, this would solve the major manpower issues with the UK armed forces and provide a bunch of young people to assist public services that are hit with staffing shortages.

In practice, it's not going to fix the fundamental problems that the Tories caused with a decade of austerity and then exacerbated with Brexit. Nor, in fairness to them, will it fix the underlying structural issues that England in particular faces due to the power the British government has with respect to revenue collection and budgeting.
