Essentially, that's the attempt.

https://www.stevevladeck.com/p/120-the-impoundment-crisis-of-2025

This one's essentially A Big One, done so clumsily even this supreme court won't go for it. OMB / Donnie's big bet with this memo is that Congress can say "you must spend this in accordance with the Impoundment Act of 1974" and the president can go "nah bro, that act is unconstitutional I ain't spending poo poo". There's an official legal mechanism for notifying Congress "hey, it's not a good idea to spend money here" and timeframes accordingly, but Donnie isn't using those, he's simply stopping everything.

States and organizations everywhere run on federal grants and Donnie just hit the pause button on their money until he clears it. It's a monumental power grab, will probably be stopped quickly by the courts, but really is The Big One that actually matters.

And for what it's worth, Unitary Executive Theory isn't a part of this:

quote:

For as much as this Court has embraced the “unitary executive” theory of executive power, impoundment has never been a central feature of that school of thought—as reflected in, among lots of other places, the OLC opinion referenced above. It’s one thing to believe that the President must have unitary control of the executive branch; it’s quite another to believe that such control extends to the right to refuse to spend any and all money Congress appropriates. (One can see at least some view of the significance and breadth of Congress’s appropriations power in last term’s ruling in the CFPB funding case—which Justice Thomas wrote, and from which only Justices Alito and Gorsuch dissented.)

Donnie/OMB/Vought basically want every single tiny piece of federal funding, not given directly to individuals, cleared by a political appointee first. That's basically making that appointee Congress, which isn't going go fly, but will gently caress lots of poo poo up until it's halted by a judge somewhere.

Nah, go easy on this kind of thinking because that's kinda how Donnie wants you to think. An example is the dumbshit EO on water to Los Angeles. He yammered that the military has "just entered California on emergency powers" and "turned the water on". When the EO is only about releasing federal water into mid-california for farms, not down to LA.

Lots and lots and lots of this poo poo is using the big hammer to make future poo poo easier for themselves, not the whole military takeover kind of thing. They're putting a pair of 8s on the poker table, then flipping over the table, smashing it with said hammer, eating the chips, and making GBS threads all over the floor, and declaring I WIN. Once the HAZMAT team comes back in, the poker table gets bolted to the floor, and bets are all done electronically, they only had a pair of 8s.

Trump isn't personally doing this. The project 2025 people are doing this. Trump is busing yelling at Colombia and Denmark to actually care about the minutia of this poo poo.

The goal of project 2025 is to effective dismantle the federal government and stop all federal poverty assistance. The reasons range from racism to greed, but the cost cutting fucks poor people, gives more money to the wealthy via tax cuts, and gives more money to wealthy people by completely deregulating business. That's the goal and intent here. Trump is letting them do this because it means more money for him and gives him time to go on his vendetta campaign. Yeah, this needs to be looked at through a lens of "how can the wealthy become even more wealthy?" It's all about money and an intentional crash of the economy funnels even more money to them. Who cares about the damage done to regular people when you can double your wealth. Worst case scenario your guys get voted out of the majority for a maximum of 8 years if things are bad enough. Yeah I'm really sorry for all of y'all that have to deal with this bullshit, either via professional annoyance or outright career detonation. May or may not get to my [REDACTED] level, but some good-rear end posts on this page imo about all this poo poo.

If I recall correctly, it took under a week for the birthright citizenship EO to get halted by a district court and I'd expect the same on this grant power grab. I'm not sure if lawsuits are ready, but so much money is on the table here, even in red states, that I expect lawsuits to start dropping as soon as tomorrow when the EO takes effect from a whole lot of directions. Grant receivers have a case, Democrats in Congress have a case and so on, then this poo poo slows way down.

PEPFAR may be hosed though. They're already removing computer access and poo poo, a lot like the EO making feds go no-contact with the World Health Organization. Even with PEPFAR funded for a year.

Well the "economic anxiety havers" don't watch liberal night show hosts. They prefer the erudition of someone like Joe Rogan, who "says it like it is" and has "common sense".
