  Currently, the nobility of Jerusalem is a hodge-podge of king-tier and Prince-tier titles. Ideally there would be no kings among us save the Jerusalem crown in the Emperor-Preferent's hands. However, the thrones of Armenia, Al-Jazira, Indus and the Horn of India are occupied, while those of Syria, Arabia, Greece, Yemen and Mesopotamia are fallow. We do not wish to limit participation in the Cour from the established princes of these realms that would be subject to a raised king, so let us instead introduce the dignity of Protector, a titular title for each of the regions without a King and a duty which our current kings may choose to accept. Thus, I present the Protectorate Act: Each region without a crowned monarch is to be assigned a Protector from among the Princely lords in the region, a titular title with equal dignity to a King beneath the Emperor-Preferent. Each King may at their discretion exchange their crown for a Protector title, to restore the equality of the Princes beneath them. Where applicable, this be used as appeasement for those currently leading factions.
