From everything I've read he's pretty damned serious about this whole project. Supposedly there'll be a musical out sometime this year, as well as a sequel to the album the song I posted came from.

Two puppies get into a fight (or something, hard to tell) and one is yelping for a full 30 seconds while the host tries to fix the problem. Eventually they just replace the audio with music and cut to commercial. Christ, you'd think after a while they'd learn not to cram as many animals as they can onto a tiny-rear end counter, especially so many young ones. Keeping one or two on the desk while you dispense advice, fine, but he's practically got an entire pet store up there in some of the clips. Even if the host was a Dr. loving Dolittle, it would be impossible to watch them all and still run a call-in show. Then again, maybe they realized the only people watching the show were there to see each episode inevitably dissolve into chaos and decided to cater to that audience. Its not for profit so all funds go towards production costs. I found out about the Fallout: Lanius campaign because Chris Avellone, one of the games lead designers, posted it on facebook. Believe me, I made sure this was not going to be a problem. They of course have the right to shut it down, and its a possibility Im ready to deal with but generally it doesnt happen. The only fan film Ive ever seen shut down on kickstarter/indiegogo was an X-Men fan film, but thats probably because Fox are dicks and uber protective of that property.
