That's actually the pelvis. Dinosaur pelvic bones came in two general varieties:

We don't actually have any spinosaur pelvises (afaik), but all carnivorous dinosaurs had the saurischian style.

And my favorite thing, the dinosaurs that would become the birds had "lizard hips", and the dinosaurs that were only distantly related to birds had the "bird hips." Birds themselves are classified as lizard-hipped.
