I'm pretty sure the comedic elements of this movie were intentional. In fact I pretty much place this movie as actioner first, comedy second. It was the first movie I watched after 9/11, and its simplistic Reagan-era cartoonish violence soothed my wounds remarkably.  And I'm not even a conservative!
