You know what they need? An Apocalypse of some sort. Not necessarily zombies, but some sort of end-of-the world scenario where Truman becames a John Connor figure. After this, he helps establish a nation in Seahaven and the show takes on more of a "West Wing" style.

Yeah, it's endlessly derivitive, but the plots just write themselves for the next 15 years.

edit: For further explanation, the apocalypse scenarios can cash in on the 24 style action genre. After that, the writers can really explore what it takes for a "government of the people", and "the human condition" after tremendous hardship, and the other themes that equates to Best Drama Emmy lock-in for a few years.
