Clearly not into streamlining the car...

They did have to develop the rocket system, fully test it, get the ramps built, get some publicists, ground crews, etc. and they also probably had to get all sorts of permits in both the Canadian and the US locale.

I'm rather surprised that in the end they were able to find two stuntsmen daft enough to sign on to the project...
