I've never lived in Korea, but as I understand it, people drive like poo poo in Korea. There's no idea of etiquette and rules of the road; driving in Korea is literally playing chicken against other drivers. In this case, I dunno what's up with the maniacal driving.. but as far as I know, cops in Korea are pretty worthless, and I don't think they're taken seriously at all. ie. In America if a cop's life is being threatened, they have the right to shoot and kill. Cops in Korea don't have any right to use lethal force. There's a problem in Korea where kids are driving like crazy loving shitheads at night, but the cops can't do anything about it so they just let it happen.

Fun fact: Insurance in Korea covers popped tires, and you can call some guys out to change your tire for you... 'cause I'm sure most Koreans don't know how to do that...

You can see the driver's upper body sticking out, arms flailing, as his car's spinning out. He was sitting in the flames for a bit over a minute.

I suspected it was a mechanical problem. I haven't had experience dealing with such issues, but trying to jam it in would be the last thing I'd do (not sure what should be done other than get the car off the road/track.)
