Going to second a raspberry pi. I use moode audio. If you have an old phone or tablet, you can use spotify connect and stream from a different device.

edit: Powerline ethernet is probably worth looking into. Our router is a good one I believe, we have the TP-Link AX3000 WiFi 6 Router. And my PC has a TP-Link AC1200 PCIe WiFi Card (Archer T4E) which I thought would be fine?
double edit: there is also the issue of needing my PC to be on. I have it set to sleep after a few hours to save power.

How big is your house? You might have better luck with a mesh router system.

Mesh routers are different. There's one main router and then satellite routers that can extend the wifi through your house. You only need an ethernet cable to connect the main router though. This would be for the middle of the second floor. You can connect the other satellite routers wireless to the main router. It should give you better coverage than just using one router.

Pretty sure you need Plex Pass to stream outside of your local network without using something like Tailscale.
