Lil Louis - French Kiss has a break like that, but I don't think it has lyrics... Maybe some remix?

That's a really really common chord progression so it makes sense that it sounds familiar. One well known song that uses the same progression is Chris Isaak's "Wicked Game"

This is completely unhelpful but around the 1 minute mark there is a bit that reminds me of the The Communards - Don't Leave Me This Way :) Other than that, some similarities to Seal - Kiss from a Rose? But a different chord progression.
