From what I can ascertain, that file is a Meganite radio session from 2003, mixed by a DJ called Tuscania. Unfortunately, I don't have a tracklist and Google is no help. I found a file called 'Meganite Radio 2003 mixed by Tuscania' on a Mauro Picotto site but the link was inactive so I couldn't verify it.

Not sure where you go from here, unfortunately :(

Highly doubtful. The track wasn't released as a single and the only other place it appears apart from the album 'Standing on The Shoulder of Giants' is on the 'Snatch' soundtrack itself. There's a live version which MAY not include the sample on the album 'Familiar to Millions' but not being a huge Oasis fan myself I wouldn't know.

It's just a remix of Set Me on Fire, from Immersion. The song was originally called 'Set Fire To Me' when it was played out at Earstorm, that's the version in the video. It got changed along the way, in fact Rob Swire said in his twitter there's three unreleased versions of it out there.
