Artist not song: early/mid-90s alt-rock/folk-punk/anti-folk singer/songwriter who was very young compared to his contemporaries, maybe 14 years old? I think maybe had one bigger song and didn't really reach the mainstream outside of that. Hopefully that's not ultra-vague.
