when I was in Cub Scouts, we all bought two racer kits - one for the official race using the BSA parts and meeting the weight limit, and one for our own "underground" races. The street-legal races were boring and we got them out of the way just to see who'd go on to the inter-town competition. The other ones were actually fun, one year a kid just used an uncut kit body with a wrench taped to it and did pretty well.
